All of the above, plus the fact that it is based on myths and legends from the Dark Ages.
ADDED: I will elaborate, since there appears to be some confusion:
1. Astrology does not use observations. Virtually every astrologer that I have ever known (and I have known several) - was absolutely lost when confronted with the actual night sky. They have no idea how to find the actual constellations or the actual planets that they claim to use in their rites. 2. Astrology does not have a body of knowledge. Astrology is based on a substantial body of ignorance. There is nothing about astrology that is accurate or true in any way whatsoever. Nothing. 3. Astrology does not use the scientific method. This is true. The scientific method was developed long after the mystical rites that are applied to the inaccurate charts that are used for astrology. 4. Astrology does not use good technology. Astrology does not use any technology. The level of technology used in astrology is a pencil and paper. This is highly advanced for astrology, since these items were not commonly used during the Dark Ages, when astrology was developed.

Because no evidence exists that the position of the stars determines the future, and even if we assume evidence does exist for it, no theory exists to explain why.

I think you've answered your own question here. Pseudoscience can be defined as "a claim, belief, or practice which is presented as scientific, but which does not adhere to a valid scientific method, lacks supporting evidence or plausibility, cannot be reliably tested, or otherwise lacks scientific status."
Pseudoscience is often characterized by the use of vague, exaggerated or unprovable claims, an over-reliance on confirmation rather than rigorous attempts at refutation, a lack of openness to evaluation by other experts, and a general absence of systematic processes to rationally develop theories.
Astrology falls directly into this definition. Just because they have an established method for categorizing people - does not explain how their second observation, the events based on astronomical positioning, relates to the groups of individuals they have defined.
Here is an example of the logic used in stating astrology is a science.
My example population consists of 3 blond women and 3 black haired men. 2 of the Women are Married 1 of the Men is married There is a pot of coffee on the counter which one of 2 of the Blond women are drinking There Are donuts in the pantry, being eaten by the men.
Using the rules set out by astrologers - they will be able to state
All women are Blond, and all men are Black haired. The presence of coffee on the counter will mean you will get married The eating of donuts will ensure you remain single
and so on. In their thinking - observable phenomena proves assumed outcome. This is not scientific method.

Astrology does not use observations - false. It clearly DOES use observations. Astrology does not have a body of knowledge - false. There is exhaustive knowledge. Astrology does not use the scientific method - true. Astrology does not use good technology - false. This is irrelevant to a study's acceptability as science. Science depends on the scientific method, not on technology.
The answer to your (poorly worded) question is C.

Repeated experiments using blinds have failed to find any correlation between the piosition of astars or planets to personality characteristics or events. Further, astrology generally ignores such scientific facts as possible effects of the size or distance of the various objects, moons other than ours, asteroids, proper motion of stars, and celestial objects such as nebulas or galaxies.

Plenty of observations A HUGE body of "knowledge" I dunno about the tech, but you don't need tech to do science.

Astrology is based on mysterious rays emanating from the planets and stars. It may not use technology but you can find mysteries of the Universe, and is an exceptionally useful tool for anyone who seeks spiritual healing and growth.
