If the MOD-8 binary counter is driven by a 10 MHz input clock with a 5% duty cycle, what is the output freq.?

If you mean divide by 8 when you say MOD-8, then the output frequency is (10/8)MHz.

The duty cycle doesn't affect the output frequency.
